Joint Finance & Appropriations work
Because Senator Bilyeu is a member of the powerful Joint Finance and Appropriations committee, much of her legislative work is focused on hearing budget proposals, helping draft fiscally responsible appropriation legislation and ensuring the interests of Bannock County are considered in the budgeting process. The following is a list of the various funding bills Senator Bilyeu has sponsored on the Senate floor.
- Senate Bill 1467: Provided funding for the Lava Hot Springs Foundation
- Senate Bill 1502: Provided funding for the Idaho Supreme Court
- Senate Bill 1487: Provided funding for the Public Utilities Commission and the Tax Commission
- Senate Bill 1477: Provided funding for the Women’s Commission
- Senate Bill 1452: Provided funding for the Department of Health and Welfare
- Senate Bill 1221: Provided funding for the State Treasurer’s office
- Senate Bill 1216: Provided funding for the Idaho School for the Deaf and Blind
- Senate Bill 1215: Provided funding for the Idaho Educational Public Broadcasting System
- Senate Bill 1214: Provided funding for the State Controller’s office
- Senate Bill 1167: Provided funding for the Tax Appeals Board
- House Bill 349: Created the Veterans Support Fund to which people can donate with a simple checkoff on their income tax returns
Other Legislation
- Senator Bilyeu sponsored legislation to provide funding through the Athletic Commission for promotion of amateur boxing in Idaho.
- Senator Bilyeu supported legislation to revise and extend the state’s licensing requirements for child care providers, or daycares. Basic requirements included health and safety inspections, fire inspections, restrictions on alcohol and tobacco use, criminal history checks and infant CPR and first aid training. Unfortunately this bill did not pass out of committee, even though Idaho was ranked last in the nation in daycare regulation.
- Senator Bilyeu supported legislation to phase out the personal property tax for businesses over five years. The personal property tax applies to business machinery, tools, furnishings, equipment and some fixtures. This bill was passed and signed into law providing tax relief to nearly 90 percent of Idaho small businesses.
- Senator Bilyeu plans to draft legislation requiring a 2/3 majority of the Legislature to pass additional tax exemptions, thereby holding the state government to the same tax-change standards as local counties and school boards.
